Chief Feng briefed Qin Huaiyuan on a few things before handing him over to the people from subbureau.
“Young Master Wei went to meet the Bureau’s Chief w.a.n.g yesterday. Chief w.a.n.g sent out orders to thoroughly investigate the case between you and the s.h.i.+ family. When it reached Chief Zhou, he thought that someone higher up was trying to give you a hard time. The thought that the s.h.i.+ family could have an extraordinary son never crossed his mind, so he didn’t come looking for me that day. Because of this, Chief Zhou was implicated and I am afraid he will be out to get you. You’d better be prepared. Resistance is futile. When it is time to plead guilty, just do it with a good att.i.tude. It would be best if the s.h.i.+ family forgives you, and things might turn for the better. If you insist on fighting them until the end, then don’t blame me for not reminding you. Old Qin, I’ll be completely honest with you. I might lose my position as the chief of police here because of you.”
Qin Huaiyuan was shocked. “They are going to get rid of you?” he asked worriedly.
“I just made an enemy out of someone I shouldn’t have. They won’t fire me just yet. They might promote me in t.i.tle only, but it actually ends up being demotion and I’m transferred to the subbureau to fill a position with practically no power and nothing to do. It’s not that I don’t want to help you. It’s just that you…ugh…” Feng Suo pointed at Qin Huaiyuan, sighed, then sent him into the room where the subbureau’s officers were waiting.
The people from subbureau went by the book and handcuffed Qin Huiyuan despite him carrying an IV bag.
Chief Feng sighed at the scene. He pushed Qin Huaiyuan’s wife forward. “Go and explain everything in the second office over there,” he said coldly.
She had just gotten up off the ground and was still in the state of bewilderment. “Explain what?” she asked, stupefied.
“Explain why you falsely accused s.h.i.+ Lei! Hurry up and go!” Chief Feng had no qualms about glaring at her.
Qin Huaiyuan’s wife was on the verge of breakdown. She didn’t dare speak another word and went into the room that he had mentioned.
He shook his head. After watching the people from the subbureau take Qin Huaiyuan away, he jogged back to the meeting room.
The atmosphere in the meeting room was rather harmonious until he entered. They had been chatting lightheartedly and it seemed like they had almost solved the problem. However, as soon as he pushed the door open, their smiles immediately disappeared. They all stared at him blankly.
Chief Feng was nervous. He went to his two leaders first to greet them after entering the room. Then he was all smiles and went to s.h.i.+ Lei. “Mr. s.h.i.+, there was a problem with the way I worked and I was also misled by Mrs. Guan, which caused a misunderstanding,” he said humbly. “I hope you can be benevolent and forgive me for this one instance.”
Chief Feng was full of regret. He could only hope for s.h.i.+ Lei to have a big heart, since there would be a possibility of him keeping his position that way.
But s.h.i.+ Lei only threw him a cold glance and slowly said, “If Xiaohua or these two hadn’t come, Chief Feng probably wouldn’t be speaking to me with this kind of att.i.tude. I remember your every word and action in my heart. As an official, your job is to protect the citizens. But you weren’t even willing to register the case when my father had a head injury and a broken leg. I came to the police station yesterday to ask about the situation, and your police officers almost threw me out. Chief Feng, don’t tell me that you have nothing to do with this. Without your orders, why would those officers not register the case? It was a.s.sault! Breaking someone’s leg is enough to be cla.s.sified as a criminal injury and you didn’t even allow them to register the case. And now you expect me to forgive you? If I do so, who would do my parents justice?”
Feng s...o...b..oke into a cold sweat and his legs felt wobbly. He knew that he really wouldn’t be able to keep his position as chief of police.
“Chief Feng, we will have an internal investigation about this affair,” Zhou Qi also added. “Now inform Mr. s.h.i.+ on how you will deal with the case with regard to Mrs. Guan’s false accusation and making the police falsely report a case!”
s.h.i.+ Lei wasn’t even willing to let him off. Chief Feng knew that he definitely wouldn’t let Qin Huaiyuan’s family go, since they were the main cause of the case. He was deeply involved in this and wished he could tear Qin Huaiyuan—and especially his wife—to pieces after being dragged into this. If it was only what happened last night, Chief Feng believed that s.h.i.+ Lei wouldn’t have it investigated as thoroughly since what happened today was the main cause of his fury.
“We have proven that Mrs. Guan did indeed make a false report and falsely accused Mr. s.h.i.+. According to the law, we will detain and thoroughly investigate this. It will be reported to the subbureau and the Procuratorate(1) for approval.” Thanks to your family, my position as chief of police is gone. Guan, I will send you to the detention center with my own two hands and make sure that you’re treated “well.” Chief Feng added in his head.
Zhou Qi turned to s.h.i.+ Lei, who nodded silently. Criminal detention was a rather serious punishment. If they had gone by standard operating procedure, it might’ve only been a warning or a slap on the wrist.
“With regard to Hu Xiaohua unintentionally causing damage to another’s property…Chief Feng, what do you have in mind?” Zhou Qi asked again. At the same time, he glanced at Hu Xiaohua only to see him in a very relaxed manner.
You already said that it was unintentional, so what else can I say? And do you think I can afford to mess with the young master of Zhenping Real Estate? Chief Feng lamented.
“I have questioned Qin Huaiyuan about this. He pointed out that he didn’t see the perpetrator and no one used any violence against him. He collapsed due to a cerebral hemorrhage caused by his high blood pressure, which resulted in the other wounds and bruises as he rolled down the stairs. He also acknowledged that his house was damaged by accident, which means that this will be arranged as a civil case. He is willing to settle this peacefully. Since both parties are on the same page, what is left is the compensation. Both parties are free to discuss and reach an agreement on their own, and the police will only supervise without giving any opinions.”
Zhou Qi saw Hu Xiaohua nodding slightly and he waved his hand. ”That is all for now. Go and make yourself busy. We will borrow this place to talk for a while longer.’
Chief Feng quickly left and closed the door behind him. He went back to his office looking dejected. Chief Feng sighed as he gazed at his familiar office. “Who knows how many days I can still be here…” He sat down, looking disappointed.
In the meeting room, Zhou Qi smiled at s.h.i.+ Lei and said, “Mr. s.h.i.+, those workers of Da Hua Electronics have admitted that they were told by Qin Huaiyuan to a.s.sault your parents. We will conduct an investigation and they shall be punished accordingly. Don’t worry. With concrete evidence, it is futile for Qin Huaiyuan to deny doing it. The situation before was caused in part by our failure to do our duty, so please forgive us.”
At least Zhou Qi had mentioned it yesterday. Otherwise, the police station wouldn’t have registered the case, so s.h.i.+ Lei couldn’t criticize him for anything.
“Thank you, Chief Zhou.” s.h.i.+ Lei turned and looked at Zhang Meimei. “Lawyer Zhang, how do you think Qin Huaiyuan and those workers will be sentenced?”
Zhang Meimei smiled slightly and said, “Normally speaking, Qin Huaiyuan and the head of security are the main culprits, and the rest are accomplices. From my past experience, the Procuratorate will file a criminal lawsuit and Qin Huaiyuan and the head of security won’t be able to avoid at least two years in jail. The rest will probably be locked up for about half a year to one year. And if this case is prosecuted by the Procuratorate, the compensation fee will also be smaller.”
“Money doesn’t matter.” What s.h.i.+ Lei wanted was to let Qin Huaiyuan and his accomplices suffer the consequences.
The Procuratorate: is a local agency controlled by the “Supreme People’s Procuratorate,” which is the highest agency at the national level, responsible for both prosecution and investigation in the People's Republic of China (source: Wikipedia). Thanks for reading!
