Long story short, the author used different characters for technique ranks (普通-Basic，高等-Advanced，顶级-Peak), and I misinterpreted it. It’s especially confusing when things like Concentration have easily understood ranks (初级-Basic、中级-Intermediate、高级-Advanced、顶级-Peak). Fyi, the characters 等 (Děng) and 级 (Jí) can both mean rank, while 普通 just means ordinary/normal.
